At 6 - 8 July, 2010 in St. Petersburg the international scientific-practical conference «enforcement of acts of courts and other bodies was held «The procedure of compulsory enforcement of judicial acts and other state authorities. The privileges of the officials carrying out execution of enforcement documents».

The Conference was organized by the Federal Bailiffs Service in cooperation with St Petersburg State University.

The St Petersburg State University (SPbSU), founded in 1724, was chosen as the event venue.


During the period of its existence SPbSU has secured the right to be called one of the best Russian universities: the rich history, modern and wide scientific research, active development and innovative activity allow SPbSU to be in the forefront of Russian science.

At the conference the Minister of Justice of the Russian Federation Alexander V. Konovalov delivered a greeting speech to the Conference participants. He has noted the great importance of the forum for the development of the Federal Bailiffs Service.

In particular, he stated: «We appreciate the opportunity of participating in the activities of the International Union of Judicial Officers. This allows to learn first-hand about the international experience in the field of compulsory execution of judicial acts. The courts are visited for the purpose of lawsuit and dispute regulations by those for whom these are matters of key importance. And when the issue is not being solved for a long time, this affects the court reputation and reputation of the country overall».

At the conference there were also reports of Bernard Menut, First Vice-President of the International Union of Judicial Officers; Borisenko Elena Adolfovna, Head of Department concerning legal aid and interaction with judicial system of the Ministry of Justice of the Russian Federation; Yarkov Vladimir Vladimirovich, doctor of legal Sciences, professor, Head of the Department of civil procedure of the Ural State Law Academy, Xavier Barre, Team Leader of the «Execution and Efficiency of Justice in the Russian Federation» and other participants of the Conference (hyperlink to the Reports of the participants of 2010 Conference).

The total quantity of Conference participants was more than 60 person, among whom there were members of the bailiff profession from twelve foreign countries, as well as outstanding scientists, politicians, public figures, representatives of the public.

The International theoretical and practical conference on the issues of compulsory enforcement procedure, with the participation of delegations from foreign countries first was held in Russia. It’s main outcome is as follows: the international experience in the field of compulsory execution of judicial acts and other authorities is able to enrich the national legislation systems of countries – Conference participants and improve the quality of work in the foregoing field.

In the Conference shutdown, it was suggested that it could annually held in Russia, but already with involvement of the representatives of foreign countries communities. Furthermore, there was an idea expressed at the forum, about the possibility of holding the Congress of International Union of Judicial Officers in Russia.

The programme of the Conference also contained cultural events. Therefore, in the framework of Conference activity the participants were also granted a possibility to get acquainted with the sights of St. Petersburg.
