10th International Conference on Enforcement of Judicial Acts and Acts of Authorized Bodies Held in Moscow
The 10th International Conference on Enforcement of Judicial Acts and Acts of Authorized Bodies themed as “Enforcement: Current State and Vectors for Development” was held in Moscow on August 1-2, 2019.
The international conference was attended by representatives of approximately 60 foreign states, including Germany, France, Spain, Finland, Latvia, Estonia, Belgium, Romania, Italy, Montenegro, Czech Republic, Serbia, India, Israel, Iran, Thailand, Vietnam, Cameroon, Venezuela, Peru, Mozambique, and the CIS countries.
Active work has already begun on the eve of the conference: on July 31, Chief Bailiff of the Russian Federation Dmitry Aristov held working meetings with representatives of the Service of Execution at the Government of the Republic of Tajikistan and the President of the National Bailiffs Chamber of the Republic of Congo. The Director of the Federal Bailiffs Service also met with the leadership of the Public-Private Bailiffs Chamber of the Republic of Serbia, the Bureau of Enforcement at the Prosecutor General’s Office of the Republic of Uzbekistan, the State Tazirat Organization of the Islamic Republic of Iran, and the Enforcement Service of the Ministry of Justice of the Republic of Armenia. In addition, during the conference, Dmitry Aristov took a meeting with representatives of the German Foundation for International Legal Cooperation (IRZ) and the Legal Execution Department of the Ministry of Justice of the Kingdom of Thailand. The parties discussed matters of cooperation, including planning and holding joint events, mutual visits, and exchanging experience.
On the first day of the international conference, August 1, the participants were greeted by Anatoly Seryshev, Aide to the President of the Russian Federation; Vadim Fedorov, State Secretary - Deputy Minister of Justice of the Russian Federation; Dmitry Aristov, Director of the Federal Bailiffs Service; and Mark Schmitz, President of the International Union of Judicial Officers (UIHJ).
During the international conference, the Federal Bailiffs Service signed memoranda of understanding with the State Tazirat Organization of Iran, of cooperation in judicial enforcement of civil cases with the Legal Execution Department of the Ministry of Justice of Thailand, of cooperation with the Agency of Judicial Officers of Finland, as well as the Program of cooperation with the General Administration of Judicial Enforcement of Mongolia.
Director of the Federal Bailiffs Service Dmitry Aristov made a report “Enforcement: Current State and Vectors for Development” and highlighted the main directions of enforcement development in the Russian Federation. According to the Chief Bailiff of Russia, all internal enforcement processes and procedures of interaction with other contractors are being digitized even today, through the introduction of advanced information technologies, and a major service “Digital Enforcement” will be created in the future.
President of the International Union of Judicial Officers Mark Schmitz presented a report “Enforcement and Digital Resources” to the conference participants.
A total of about 40 themed reports was delivered during the two days of the international conference.
The attendees discussed trends in the development of enforcement systems given their specific features varying from country to country, including innovations, opportunities, and the potential of the modern technical support for enforcement in order to improve the efficiency of work, as well as the exchange of experience at the international level.
The closing address was delivered by Director of the Federal Bailiffs Service Dmitry Aristov and President of the International Union of Judicial Officers Mark Schmitz.
They thanked the guests for their participation and expressed their hope that the international conference would be an important contribution to improving the efficiency of bailiffs in protecting the rights and legitimate interests of citizens, society, and the state.
In their turn, the conference participants extended their gratitude to the organizers of the event for the opportunity to discuss urgent problems, exchange experiences, and establish cooperation.
