European Permanent Council of UIHJ in St. Petersburg
Russia has been chosen for the first time as the venue for the European Permanent Council of the International Union of Judicial Officers (UIHJ). The meeting of representatives of enforcement systems from 27 counties was held as part of the Saint Petersburg International Legal Forum.
The organizers of the meeting were the UIHJ and the Russia’s Federal Bailiffs Services. The participants were welcomed by Russian Minister of Justice Alexander Konovalov, who said that the Council was a harmonious element of the Saint Petersburg International Legal Forum. International cooperation and sharing experience in enforcement proceedings are very important “You have to face new challenges, risks and tasks all the time,” Mr. Konovalov said to the participants of the meeting, “And all this suggest high currency of your dialogue.”
Director of the Federal Bailiffs Service Dmitry Atistov expressed gratitude to President of the UIHJ Françoise Andrieux for organizing such a wonderful event in Russia and to the Russian Ministry of Justice for providing the venue. “It is high honor and responsibility,” he said. “Collecting debts is a common practice for all countries, but each country has its own intricacies, this is why sharing international practice plays a key role for us. The Federal Bailiffs Service is always open for cooperation with foreign colleagues”. The participants discussed pressing issues of enforcement systems in different countries. Ms. Andrieux pointed out that meeting of heads of enforcement services facilitates modernization of enforcement practice and adopting positive experience of colleagues. This way, the most famous law developed with the account of foreign experience is the law that has allowed the Federal Bailiffs Service to temporary limit the debtor’s special rights (driving license). Use of foreign practice allows more efficiently and in a balanced manner respecting interests of both the plaintiff and the debtor bring conflicts to minimum.
In addition, Mr. Aristov held meetings with Ms. Andrieux and delegations of Serbia, Thailand, Belorussia and Armenia. He also presented the next venue for the International conference held annually in Russia. This year judicial officers are going to get together in the town of Suzdal, Vladimir Region.
The UIHJ has 86 member-states. Its headquarters are located in Paris. The Russia’s Federal Bailiffs Service joined the UIHJ in 2008 as an associate member and became a full member with a right of vote in 2015.
